Tax refund changes in 2027: what is new this filing season

Short answer

Four changes shape refunds in the 2027 filing season: refunds on returns filed without bank details are frozen under the paper check phase-out; Schedule 1-A deductions for tips, overtime, car loan interest and seniors apply for a second year; identity and return reviews stay heavy; and student loan offsets are still undecided. Opening day and EITC dates are not yet announced.

What changes for your tax refund in 2027

The 2027 season is when tax year 2026 returns are filed, and most refund changes carry over from rules that started during 2025 and 2026. The biggest one for timing is the move away from paper checks. The biggest one for size is the set of Schedule 1-A deductions created by the One Big Beautiful Bill Act. For when your refund will arrive and when you can check its status, see 2027 tax refund status and dates.

Direct deposit rules carried into 2027

Executive Order 14247, signed March 25, 2025, directs federal agencies to stop issuing paper checks, and the IRS began phasing out paper refund checks for individuals on September 30, 2025. The 2026 season was the first filing season run under that policy, and the 2027 season will be the second, so the same freeze-and-notice process applies.

  • Return filed without bank details: the IRS still processes it but freezes the refund and sends a CP53E notice.
  • 30-day window: you can add or correct an account, or choose a paper-check exception, in your IRS online account. You get one chance to update it online, and IRS phone staff cannot make the change.
  • No response: the IRS mails a paper check after 6 weeks.
  • Bank rejects the deposit: most rejected deposits are now frozen rather than turned into checks automatically.
  • Account rules: the refund must go to an account in your name, your spouse's name or a joint account, and no more than three electronic refunds can go into one account.

The scale of the problem was large in the first half of 2026. The IRS summary of the National Taxpayer Advocate's mid-year report counts about 4 million notices for returns with missing or incorrect direct deposit details. Exceptions exist for hardship, legal requirements and cases with no electronic option, and prepaid debit cards and some mobile apps can work as alternatives. The full rules are in our guide to the paper check phase-out, and updating bank details in your IRS online account walks through the fix.

New deductions and your 2027 tax refund size

Tax year 2026 returns are filed under the One Big Beautiful Bill Act, including Schedule 1-A, which the IRS introduced for tax year 2025. It carries four deductions: qualified tips, qualified overtime pay, interest on qualifying car loans, and an extra deduction for people 65 and older. Each has its own limits and income phase-outs.

A deduction only raises your refund if your withholding stayed the same while your tax went down. If you or your employer changed withholding during 2026 to account for these deductions, more of the benefit arrived in your paychecks and less will show up as a refund. This site covers refund timing and problems; for deduction amounts and eligibility, use the IRS guide to Schedule 1-A.

Will refunds be bigger in 2027?

Nobody can say yet. Refunds did grow in 2026: through the week ending May 8, 2026 the average was $3,276, up 11.5% from $2,939 a year earlier, across 99.1 million refunds. Whether that holds depends on 2026 withholding, and the IRS has not released any 2027 projection.

Verification and review changes

Reviews were the main reason refunds ran late in 2026. According to the IRS summary of the National Taxpayer Advocate's 2026 mid-year report, more than 14 million individual returns were suspended during processing. More than one million taxpayers waited past normal processing times, about 5 and a half weeks on average, and only 19% of calls to the Taxpayer Protection Program line were answered.

The IRS now uses the CP5071 notice series alongside older letters such as 5071C and 4883C to ask filers to confirm their identity, and it offers online verification at irs.gov/verifyreturn. After you verify, the IRS says a refund can take up to 9 weeks. Our CP5071 notice guide shows what to have ready.

The report also lists reducing refund delays and helping people who cannot use direct deposit among the Advocate's 11 objectives for fiscal year 2027. Those are goals, not announced IRS changes.

Will student loans take my 2027 tax refund?

That is not yet decided. The Treasury Offset Program restarted collections on defaulted federal student loans on May 5, 2025. On January 16, 2026, the Department of Education paused involuntary collections, including tax refund offsets and wage garnishment, while borrowers move to new repayment options. As of the Department's last review on August 27, 2026, no end date had been set.

If you have a defaulted federal student loan, watch for an announcement before you file. The student loan tax refund offset page will track the status. The Education Department pause covers federal student loans only, so other Treasury offsets, such as past-due child support and state income tax debts, can still reduce a refund.

Common questions

Will paper refund checks still be issued in 2027?

Only as an exception. The IRS began phasing out paper refund checks on September 30, 2025. If you file without bank details, the refund is frozen and you get a CP53E notice; a paper check goes out after 6 weeks if you do not respond, or sooner if you qualify for an exception.

What changes affect refunds in the 2027 season?

The main ones are the paper check phase-out, Schedule 1-A deductions for tips, overtime, car loan interest and seniors, heavy identity and return reviews, and the still undecided question of student loan offsets.

Can I get my 2027 tax refund without a bank account?

You can request a paper-check exception if you qualify, for example for hardship, and some prepaid debit cards and mobile apps can accept direct deposits. Without an account or an exception, the refund is frozen until you respond to the CP53E notice or 6 weeks pass.

Is the IRS changing the 21-day refund timeline for 2027?

The IRS has not announced any change. Its current guidance is that most e-filed refunds are issued within 3 weeks of e-filing.

Do the new deductions need a separate form in 2027?

For tax year 2025, the tips, overtime, car loan interest and senior deductions were claimed on Schedule 1-A, attached to Form 1040, 1040-SR or 1040-NR. As of September 2026 the IRS has not released the tax year 2026 version, so check the final form before you file.
