Why does the IRS hold a refund to verify identity?

An IRS refund verify identity request means a Form 1040 series return was filed under your Social Security number or ITIN, and the IRS wants proof that you are the person who filed it before it pays anything. Until you respond, the IRS will not finish processing the return, issue the refund or apply any overpayment to your account.

These holds come from automated IRS identity theft filters that screen returns before refunds go out. The IRS does not publish the exact triggers, so a flag says nothing about wrongdoing, and many people who get these letters filed their own return without any problem.

The scale is large. The Taxpayer Advocate Service reports that the IRS suspended processing of more than 1.9 million returns pending identity verification in the 2024 filing season. The National Taxpayer Advocate's 2026 mid-year report says more than 14 million individual returns were suspended during processing in the 2026 season, a total that covers all review types, not only identity checks.

IRS refund identity verification: which letter you have and what to do

To release a refund held for IRS identity verification, verify using the method your letter names: online at irs.gov/verifyreturn for the CP5071 series (including 5071C) and Letter 5447C, by phone for Letter 4883C, or in person for Letter 5747C.

Online verification site: irs.gov/verifyreturn (CP5071 series and Letter 5447C).

Phone-only letter: Letter 4883C.

In-person-only letter: Letter 5747C.

Look at the upper right corner of the first page, or the bottom corner of each page, for the notice or letter number.

Every route asks for the same core proof: that you know what is on the return and that the return is yours.

After a successful check, the IRS says it may take up to 9 weeks to receive your refund or have an overpayment credited.

Why does the IRS need to verify my identity for my refund? Its fraud filters flagged the return filed under your SSN or ITIN as possibly not yours.

Which IRS identity verification letter did you get?

Look at the upper right corner of the first page, or the bottom corner of each page, for the notice or letter number. That number decides how you verify. Using the wrong channel wastes time, because the online service only accepts certain notices and the in-person letter cannot be cleared by phone.

CP5071 series and Letter 5071C

This is the most widely issued identity verification letter. The IRS now describes CP5071, 5071C and CP5071F together on one page, and its old Letter 5071C page redirects there. If your notice offers online verification, you can finish at irs.gov/verifyreturn; otherwise use the number printed on the notice. See our guides to IRS Letter 5071C and the CP5071 notice series.

Letter 4883C

Letter 4883C asks you to call the Taxpayer Protection Program hotline printed in the letter. There is no online option for it. If the agent cannot confirm your identity on the call, the IRS will ask you to book an in-person appointment. Our Letter 4883C guide covers call preparation and what to do when the line is busy.

Letter 5747C

Letter 5747C is used sparingly and only allows in-person verification at a Taxpayer Assistance Center. You call the number on the letter to schedule, then bring a valid government photo ID plus at least one more document, such as a Social Security card, mortgage statement or utility bill. Details are on our Letter 5747C page.

Letter 6331C and Letter 5447C

The IRS used to explain Letter 6331C on the same page as Letter 5071C; that page now redirects to the CP5071 series page. Read our Letter 6331C explainer for how it differs. Letter 5447C goes to taxpayers with a foreign address, and the online verification service accepts it alongside the CP5071 series.

How to verify your identity with the IRS: the three routes

Every route asks for the same core proof: that you know what is on the return and that the return is yours. Gather your papers first, then choose the route your letter allows.

Documents to gather before any route

  • The letter or notice itself
  • A copy of the Form 1040 series return for the year shown on the letter (original or amended)
  • A prior-year return, if you filed one
  • Supporting documents for the return: Forms W-2 and 1099, and Schedule C or Schedule F if you had business or farm income

Online at irs.gov/verifyreturn

The online Identity and Tax Return Verification Service works for the CP5071 series and Letter 5447C. You sign in or create an account, then answer questions about the return. People under 18 cannot use it and must contact the IRS instead. If you create a new account during the process, you may need to sign in again to finish, so confirm you reached the final confirmation screen before closing the browser. Sign-in problems are covered in our ID.me IRS verification guide.

By phone

Phone verification uses the number on your letter, which is set aside for identity and return verification only. Agents on that line cannot give refund status or discuss other account questions. Read our Taxpayer Protection Program hotline page before calling, because answer rates have been low.

In person

In-person verification is required for Letter 5747C and is the fallback when phone verification fails. Bring the letter, the return and its supporting documents, a government photo ID and a second form of identification.

How long does the refund take after you verify?

After a successful check, the IRS says it may take up to 9 weeks to receive your refund or have an overpayment credited. The online service adds that you should wait 2 to 3 weeks before checking refund status at all, because the release does not show right away.

Example: verification on March 1 (dates are illustrative)
MilestoneRuleDate in this example
You verify onlineDay 0March 1

If a refund has not arrived by the end of that window, follow the steps in our guide to getting your refund after identity verification, which explains what the status tools and transcript codes show during the wait.

Real letter or scam: checking before you respond

Criminals copy these letters because people expect them during filing season. Do not use a phone number or web link from an email, text or social media message. Type irs.gov into your browser yourself, and compare the letter number and instructions with the IRS page for that letter.

A genuine identity letter asks you to verify through irs.gov/verifyreturn, the number printed on the letter, or an appointment at an IRS office. It never asks for payment to release a refund. Our page on IRS verification letter scams lists the warning signs.

What if you did not file the return?

If the letter describes a return you never filed, someone may have used your SSN or ITIN. Still respond through the method on the letter, and tell the IRS during verification that the return is not yours. The online service asks whether you filed the return, so you can report it there.

Expect a longer road in that case. The National Taxpayer Advocate's 2026 mid-year report says identity theft victim assistance cases took about 20 months to resolve, with more than 500,000 cases pending at the end of the filing season.

What happens if you ignore an identity verification letter

Nothing moves. The IRS states it will not process the return, issue a refund or credit an overpayment until it hears from you. The Taxpayer Advocate Service's Letter 5071C page advises responding within 30 days of the letter date.

Ignoring the letter also leaves a possible fraudulent return unchallenged if you did not file. Responding late is still better than not responding, so act even if the date on the letter has passed.

Common questions

Why does the IRS need to verify my identity for my refund?

Its fraud filters flagged the return filed under your SSN or ITIN as possibly not yours. The IRS pauses processing and holds the refund until you confirm your identity and the return.

How do I verify my identity for my tax refund?

Use the method your letter names: irs.gov/verifyreturn for CP5071 series notices and Letter 5447C, the phone number on Letter 4883C, or an in-person appointment for Letter 5747C. Have the letter, your return, a prior-year return and your W-2s or 1099s ready.

How long after verifying my identity will I get my refund?

The IRS says up to 9 weeks after successful verification. Wait at least 2 to 3 weeks before checking status.

Can I verify my identity with the IRS online for any letter?

No. The online service accepts the CP5071 series and Letter 5447C. Letter 4883C is phone only and Letter 5747C is in person only.

Does an identity verification letter mean I am being audited?

No. It is a processing hold to confirm who filed the return. A separate review of income or credits, such as a CP05 notice, can follow in some cases, but the identity letter itself is not an audit.
