> A tax refund offset reversal is possible, but only in specific cases: the debt was not owed or was already paid, the offset matched the wrong person, or part of a joint refund belonged to a spouse who did not owe the debt. The creditor agency that received the money usually decides and pays it back. Hardship alone rarely reverses an offset once it has happened.

## Key facts

- Offset on your transcript: TC 898 (Treasury Offset Program)
- Who usually refunds a wrong offset: The agency that received the money
- Spouse's debt took a joint refund: Form 8379, about 8 to 14 weeks
- Hardship request (federal tax debt only): Offset bypass refund, before the offset happens

## When a tax refund offset reversal is possible

An offset is not final just because it has happened, but it is not reversed on request either. A reversal needs a reason the rules recognize. In practice these are the situations where people get money back:

| Situation | Who decides | What you do |
| --- | --- | --- |
| Debt was already paid, settled or never owed | The creditor agency | Dispute with the agency named on the offset notice |
| Offset matched the wrong person or SSN | Agency, with IRS or Fiscal Service | Contact the agency and the Fiscal Service's TOP line |
| Your spouse owed the debt, not you | IRS | File Form 8379, injured spouse allocation |
| You were in bankruptcy with an automatic stay | IRS or agency | Have your bankruptcy attorney or trustee contact them |
| Refund was issued to the wrong taxpayer through identity theft | IRS | Work through IRS identity theft procedures |

Reasons an offset can be reversed and who acts

Notice what is missing: disagreeing with the amount of a debt you do owe, or needing the money, is generally not a reason to reverse an offset that has already posted. Those are disputes with the agency about the debt itself.

## Who reverses an offset: the agency, not the IRS

The Bureau of the Fiscal Service runs the Treasury Offset Program. It matches refunds against debts that other agencies have reported and sends the money to them. The IRS does not decide whether you owe child support, a federal agency debt or a state tax debt, so it cannot rule on your dispute.

That is why the IRS points people to the agency named on the Fiscal Service offset notice. If the agency agrees the offset was wrong, it pays the money back to you directly. IRS procedures say the agency issues that refund in the name or names that were on the original tax refund, which matters for joint filers.

Do not start with the IRS unless the amount on the Fiscal Service notice differs from the refund on your return. In that case the IRS also changed the refund, and the explanation is in a separate IRS notice such as [the CP12](https://taxrefunddesk.com/reduced-refunds/irs-cp12-notice). For how the offset program works overall, see [tax refund offset](https://taxrefunddesk.com/reduced-refunds).

## How to request a reversal step by step

1. Find the Fiscal Service offset notice. It shows the original refund, the amount taken and the agency's name, address and phone number.
2. If the notice is lost, call the Treasury Offset Program line at 800-304-3107 (TTY 800-877-8339), Monday to Friday, 7:30 a.m. to 5 p.m. Central, listed on the [IRS reduced refund page](https://www.irs.gov/taxtopics/tc203). It can tell you which agency received the money.
3. Write to the agency and include proof: a payoff letter, a settlement agreement, a court order, a bankruptcy discharge or proof of identity.
4. Ask the agency to confirm in writing whether it will refund the offset and when.
5. For a joint return where only your spouse owed the debt, file Form 8379 with the IRS instead of disputing the debt.
6. Keep copies of everything and check your transcript for the reversal entry.

Child support offsets are handled by the state child support agency; see [child support refund offsets](https://taxrefunddesk.com/reduced-refunds/refund-offset-child-support). For defaulted federal student loans, the Department of Education announced on January 16, 2026 a temporary delay of involuntary collections, including tax refund offsets. Whether those offsets resume for the 2027 season is not yet announced; see [student loan tax refund offset](https://taxrefunddesk.com/reduced-refunds/student-loan-tax-refund-offset).

## Offset hardship refund and the refund offset bypass

An offset bypass refund, or OBR, lets the IRS release part of a refund to relieve economic hardship before applying the rest to a debt. The Taxpayer Advocate Service describes hardship as being unable to pay basic living costs such as rent, utilities, food or medical care, shown with records like an eviction or shut-off notice.

Two limits make OBR narrow. It applies only to refunds that would go to a past-due **federal tax** debt, not to child support, student loans, other federal agency debts or state debts. And it must be requested before the offset happens. Once the refund has been applied, TAS says an OBR is no longer available.

> **How to ask for an OBR:** Send Form 911, Request for Taxpayer Advocate Service Assistance, with a copy of your return and your hardship records to your local TAS office, ideally when you file. TAS suggests e-filing so the return does not sit in a paper queue. Our page on [IRS hardship refund requests](https://taxrefunddesk.com/refund-delays/irs-hardship-refund-request) covers the form in more detail.

For non-tax debts, ask the creditor agency directly whether it has any hardship refund process. Policies differ by agency and program, and the IRS cannot decide disputes about a debt owed to another agency.

## Transcript code 898 and how a reversal shows up

Your IRS account transcript records both the offset and any reversal. IRS Document 6209 defines the codes. The offset posts as TC 898, usually near the refund entry, TC 846. If the IRS reverses the Fiscal Service offset, the reversal appears as TC 766 carrying the same offset trace number, and the money is then released as a new refund.

| Code | Meaning |
| --- | --- |
| TC 846 | Refund issued, including any interest |
| TC 898 | Treasury Offset Program offset reduced the refund |
| TC 766 with offset trace number | Offset reversed on the IRS account |
| TC 826 | Overpayment moved to another IRS tax balance |

Transcript codes around a refund offset

When the agency itself returns the money, it pays you outside the IRS, so your transcript may not show a matching TC 766. Watch your bank account or mail for the agency's payment. See [how to read an IRS transcript](https://taxrefunddesk.com/transcript-codes/how-to-read-irs-transcript) for the full layout.

## How long an offset reversal takes

There is no single timeline, because each creditor agency sets its own review process. Injured spouse claims have published IRS timeframes: about 11 weeks when Form 8379 is e-filed with the return, 14 weeks when filed on paper with the return, and 8 weeks when filed on its own after the offset. See [injured spouse Form 8379](https://taxrefunddesk.com/reduced-refunds/injured-spouse-form-8379) for the filing details.

## Common questions

### Can a tax refund offset be reversed?

Yes, when the debt was not owed, was already paid, belonged to someone else or belonged only to your spouse on a joint return. The agency that received the money usually decides, except for injured spouse claims, which go to the IRS on Form 8379.

### How long does it take to get an offset refund back?

It depends on the agency that received the money, which sets its own timeline. Injured spouse claims take about 8 to 14 weeks depending on how Form 8379 is filed.

### What does code 898 mean on my transcript?

TC 898 means the Bureau of the Fiscal Service took part or all of your refund through the Treasury Offset Program. The amount shown is what went to the creditor agency.

### Can I get an offset reversed for financial hardship?

Usually not after the fact. An offset bypass refund is available only for federal tax debts and only before the offset occurs. For other debts, ask the creditor agency whether it has a hardship process.

### Will the IRS refund my offset if I call?

No, in most cases. The IRS cannot decide disputes about debts owed to other agencies. Call the agency named on your offset notice instead.
